Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.

Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.


Cheng Yan-chee

Mr Cheng joined the Mandatory Provident Fund Schemes Authority (MPFA) in April 2013 as Chief Corporate Affairs Officer and Executive Director. He oversees the corporate affairs and development functions of the MPFA and services for MPF scheme members, covering the work of the Corporate Services, Information Technology, External Affairs, and Member Protection and Services Divisions, as well as Customer Services Department and the eMPF Project Office.

Mr Cheng was a member of the Administrative Service of the Hong Kong Government from 1986 to 2013, serving as Administrative Officer up to Deputy Secretary in various government bureaux and departments responsible for home affairs, financial services, education, information technology services and social welfare.

Davin Bau is Assistant Vice President and Head of Sales, Employee Benefits, Manulife (International) Limited, responsible for leading and driving the business development of both pension (MPF & ORSO) and  group benefits (Life & Health) business of Manulife Hong Kong across agency, bank and broker channels.

In his role, Mr. Bau plays an instrumental part in boosting Manulife’s pension business growth, and has contributed positively towards the company’s MPF leadership position in Hong Kong through effective sales strategies. 

Mr. Bau has more than 20 years of pension sales experience and strong channel relationships. Prior to joining Manulife, he was in charge of direct sales for AXA’s local pension and group insurance business. Before that, he held a manager position at HSBC Insurance in Hong Kong, overseeing employee benefits sales. 

Mr. Bau obtained a Professional Diploma in Financial Planning and a Professional Diploma in Retirement Schemes Management from HKU SPACE and a Bachelor Degree of Business Administration in the UK. 


John Lui

With over 27 years extensive experience in macroeconomic analysis, portfolio management, as well as investment research in both traditional funds and hedge funds, John is a seasoned investment strategist in Hong Kong's finance industry. He is also a renowned market commentator, speaker and trainer. John joined Sun Life Asset Management in 2013 in the capacity of Chief Investment Officer and then Chief Investment Strategist from 2018. 
John obtained a BSc in Statistics and BA in Economics from the University of Manitoba, Canada; and an MBA in Investment Finance from Bernard Baruch College, New York, USA.


Martin Lau

Martin Lau is a Managing Partner of FSSA Investment Managers, part of First Sentier Investors. He has been with the team for more than 17 years, starting with the firm as Director, Greater China Equities, in 2002.

Martin is the lead manager of a number of FSSA funds: the FSSA Asian Equity Plus Fund, the FSSA Asian Bridge Fund, the FSSA Asia Pacific All Cap Fund, the FSSA China Growth Fund, the FSSA Greater China Growth Fund and the FSSA Hong Kong Growth Fund.

Martin has more than 24 years of investment experience and is based in Hong Kong.

He graduated from Cambridge University with a Bachelor of Arts degree and a Master's degree in Engineering. He is also a CFA charterholder.

Dr. Chan, Wai-sum

Wai-Sum Chan, PhD (Temple), FSA, HonFIA, CERA, is Professor of Finance at The Chinese University of Hong Kong. Dr. Chan’s research interests include stochastic modelling of actuarial assumptions and statistical applications to risk management. He received the Edward A Lew Research Award (second prize) in 2006 and was awarded the Inaugural Teaching Excellence Award by the National University of Singapore in 1992. He has published more than 120 academic papers in learned journals. Dr. Chan served as a member of both Research Executive Committee and Education Executive Committee of the Society of Actuaries (SOA) from 2012-2018. He has been a non-executive director of the Insurance Authority since its establishment in 2015.

Mr Yung joined HKMC Annuity Limited as its Executive Director and Chief Executive Officer in December 2019.  Prior to taking up the current position, he was a Division Head of the Banking Supervision Department of the Hong Kong Monetary Authority, responsible for supervision of credit risk management.  Mr Yung has over 20 years of experience in central banking and supervision.  He has been actively involved in various initiatives of the Basel Committee on Banking Supervision, including a member of the Supervision and Implementation Group, and the Chairman of the Risk Data Network.

Cynthia Chung is the Head of Human Resources and Pension Group of Deacons and Head of the Corporate Commercial Group.  Cynthia has over 25 years of experience in all kinds of advisory work related to employment and labour and on retirement schemes and provident funds.  
She assists clients with both contentious and non-contentious labour matters and with the preparation of trust deeds and related documents for retirement and pension schemes.  Her clients include employers who are multi-national companies and statutory bodies and MPF/ORSO service providers.  She is Chairman of the Occupational Retirement Schemes Appeal Board and members of the Retirement Scheme sub-committee of the Law Society and the Guidelines Committee of the Mandatory Provident Fund Schemes Authority.

Ms Dora Li is the General Manager of the Investor and Financial Education Council (IFEC).  At the IFEC, Ms Li is responsible for leading the strategic development of the Council’s financial education initiatives, with the aim to equip the public with the knowledge, attitudes and skills to make informed financial decisions and manage their money wisely.

Prior to joining the IFEC, Ms Li was the Head of Futures Skills, Corporate Sustainability, Asia Pacific Region of HSBC, overseeing Future Skills strategy on financial literacy and employability in Hong Kong and 13 markets across Asia Pacific. 

Ms Li possesses over 20 years of extensive experience in the global banking industry, ranging from wealth management, sales & marketing, as well as corporate sustainability. She has also held senior positions in HSBC’s head office in London, United Kingdom.  Ms Li has been the Convenor of the IFEC Advisory Group on Financial Education for Schoolchildren since 2018, and a member since 2015.


Alvin Lam

Alvin Lam is the President of the Family Financial Education Institute. 
He is also an independent money coach, professional trainer and seminar speaker. In the last few years, every year he was invited to conduct totally more than 200 sessions of seminars, workshops and individual financial consultations. He has been working in the financial services industry for more than twenty five years, dedicating more than twenty years in the areas of training & development, and personal finance. Prior to his current positions, he held a number of senior management positions in different international financial groups, including AGM & Head of Sales Planning, Vice President & Head of Bancassurance, as well as Head of Agency Training, Development & Recruitment.

Alvin is actively participating in financial education related social services. He was a member of Board of Directors of The Institute of Financial Planners of Hong Kong (IFPHK) in 2011 to 2018, and the Chairman of the Education Development Committee in 2012 to 2015. He has also published 6 books on personal finance.

He holds a Master degree in Counselling (HKU), a Master degree in Finance (CUHK) and a Bachelor degree in Social Sciences (HKU). He is the first Certified Money Coach awarded by the US Money Coaching Institute in Hong Kong, the first batch of CFPCM by the IFPHK, first batch of CFPTM by the FPSB China in Hong Kong. Michael Chan

Mr. Michael Chan is responsible for the development of strategy to drive healthy and steady growth of Gain Miles Group. 
Michael has over 30 years of international life insurance and wealth management experiences.  He took on a number of management positions in a reputable multi-national life insurance and wealth management company for more than 17 years, where he had worked as a product line manager of life and medical insurance products. He was also the country manager of Malaysia as CEO of the public listed company until he joined Gain Miles in April 2013.
Michael was the Chairman of the Board of the Medical Insurance Association of the Hong Kong Federal of Insurers from 1999 to 2000 and the first Chairman to publish the Medical Insurance Claim Statistical reference report. A fellow Member of the British Royal Chartered Institute of Management Accountants, Associate Member of Hong Kong Institute of Certified Public Accountants, qualified member of the society of Registered Financial Planners and Life Insurance Management Research Association, Michael holds an Accounting Degree from the Hong Kong Polytechnic University.

Dr. Gloria Siu is the Chief Executive of Gain Miles Group, a professional consultancy group specializing in risk management, human resources and employee benefits. Gain Miles is one of the founding members of the Hong Kong Confederation of Insurance Brokers.

Gloria has over 20 years of experience in the insurance industry; expertise on all industry aspects including corporate pension, employee benefits, general insurance and financial planning, from operations to business development; individuals to corporations. With the aim to increase public awareness on MPF and retirement, Gloria led the Gain Miles Research Team to conduct MPF focused studies and publish findings every year. Holding her belief in active management and continuous education, more than 300 seminars on various MPF development topics were conducted and the unique corporate solution – Pension Advisory Model was developed. Gloria is also in great interest to the healthcare development in Hong Kong, research focuses on employment based health insurance value and efficiency.
